Program for the International Assessment of Adult Competencies (2016-2017)

PIAAC is a unique international project that aims to assess and compare the basic skills and competencies of the working-age adult population. The program is coordinated by the Organisation for Economic Co-operation and Development (OECD) and implemented by a consortium of leading international organizations in the field of education (Westat, cApStAn, ROA, GESIS, DIPF, IEA). Adult skills assessment has been carried out in the world since 1995. The PIAAC program has been implemented in 24 countries around the world, including the United Kingdom, the United States, Australia, South Korea, Canada, Finland, France, Germany, Japan, the Netherlands, Russia, etc. The PIAAC project is coordinated by the Organisation for Economic Co-operation and Development (OECD). The National Coordinator of PIAAC in Kazakhstan is Information and Analytical Center JSC of the Ministry of Education and Science of the Republic of Kazakhstan.

In 2016, Kazakhstan took part in the PIAAC program for the first time. In 2016, the Public Opinion Research Institute conducted approbation research to test the toolkit (1,765 respondents aged 16-65, the survey was conducted on laptops, the average length of the interview was 3 hours).

In 2017, part of the main research was conducted by the Public Opinion Research Institute (1,720 respondents aged 16-65, the survey was conducted via laptops, the average length of the interview was 3 hours). In 2019, based on the results of the research, the OECD presented the Comparative Country Report (PIAAC international report).


 

 On September 21-24, 2023, the Regional Conference of the European Society for Central Asian Studies (ESCAS) “Power, people and cultural change in an ever-evolving Central Asia” was held in Almaty (Kazakhstan). Co-organizers: KIMEP, Al-Farabi Kazakh National University, Kazakh-German University.

September 24, 2023 - Public Opinion Research Institute held the Round table “WVS / WAPOR: Transformation of the values of Central Asian societies in the 21st century” as part of the celebration of the 10th anniversary of the Institute.

Topic: Values of a multi-ethnic society: the experience of Kazakhstan

Turkbarometer is a cross-country sociological study conducted from 2017 till 2022 by the Public Opinion Research Institute (https://opinions.kz/en/) commissioned by the International Turkic Academy (https://twesco.org/) to regularly study public opinion regarding such Turkic-speaking countries as Azerbaijan, Kazakhstan, Kyrgyzstan, Turkmenistan, Turkey, Uzbekistan.

The main goal of the research project is to study the public opinion of the inhabitants of the Turkic-speaking countries. The study of public opinion of the Turkic-speaking world countries’ inhabitants is an important step for understanding the citizens’ perception of certain processes taking place in the Turkic-speaking space, the search for areas of activation of socio-cultural cooperation and forms of communication.

The first survey was carried out September to November 2017 in six capitals of Turkic-speaking countries: Baku, Astana, Bishkek, Ashgabat, Ankara, and Tashkent. The respondents were metropolitan residents aged 18 and older. In each country, 500 respondents were interviewed. The total number of respondents was 3,000 people.       

The second nationwide survey was held from July to August 2018 in five Turkic-speaking countries: Azerbaijan, Kazakhstan, Kyrgyzstan, Turkey, Uzbekistan. The survey was conducted on a representative sample, 1,000 respondents were interviewed in each country. The total number of respondents was 5,084 respondents. 

In most cases, survey respondents are selected at random. Standard surveys are conducted in the format of personal interviews in all the countries-participants of the project. Turkbarometer surveys use different methodological approaches depending on the type or topic of the survey.

The results of the 2018 study were presented to the Presidents of the Turkic-speaking countries at the VI Summit of Heads of State, the Cooperation Council of Turkic Speaking States, held in Cholpon-Ata (Kyrgyzstan) in September 2018.

The third survey was conducted in Azerbaijan, Kazakhstan, Kyrgyzstan, Turkey and Uzbekistan in 2022 in the format of an expert survey to study the opinions of the expert community of Turkic-speaking countries on modern pressing issues. The group of experts included scientists, researchers, practitioners in the field of exploration about values, identity, public administration, national history and culture, international relations, etc. Sample: 25 experts in each country. Total sample in five countries: 125 experts.

This study has been conducted by an international team of researchers from five participating countries.

Macroeconomic Implications of Health Sector Reforms in Kazakhstan

In the period of 2018-2021 the Institute conducted a longitudinal research “Macroeconomic Impacts of Health Sector Reforms in Kazakhstan”, which aims to evaluate the ongoing policy of the Ministry of Health of the Republic of Kazakhstan on the transition to the Compulsory Social and Medical Insurance (CSMI). Within the framework of the project, the expectations of the target groups regarding the transition to compulsory health insurance were studied.

In 2018, the target groups (population, doctors, management of medical institutions, representatives of SMEs) were interviewed using a face-to-face method. The total sample was 4400 respondents. The survey was conducted in 14 regions of Kazakhstan and in Astana and Almaty.

In 2019 and 2020, namely doctors of various specialties (pediatricians, therapists, surgeons, etc.) were surveyed again. Survey was conducted in 14 regions of Kazakhstan and in Nur-Sultan, Almaty and Shymkent. In 2021, respondents from the “population” category were re-interviewed - a total of 650 respondents.

Since 2011 Public Opinion Research Institute on demand of the Committee of Development of Languages has been carrying out sociological studies on different aspects of living of Kazakhs abroad. From the beginning of the project 9 studies were conducted: in Mongolia (2011), China (2012), Uzbekistan (2013), Russia (in 2014 in the Altai Republic and Altai region, in 2015 in Omsk and Novosibirsk regions, in 2016 in Orenburg region, in 2017 in Astrakhan region, and in 2018 in Saratov and Volgograd regions), the Kyrgyz Republic (2019). The methodology of the study includes sociological expeditions that consist of surveys of ethnic Kazakhs, in-depth and narrative interviews, and collecting photo, video data.


2019 – Sociological study on the issues of compatriots living abroad: the Kyrgyz Republic. The study was conducted on demand of the Department on Development of the interethnic relations of the Ministry of Information and Social Development of the Republic of Kazakhstan.

2015

The study was carried out in Issyk-Kul, Chuy regions, as well as in Bishkek, and Sokuluk district. 200 respondents were surveyed, and 50 in-depth and narrative interviews were conducted.

On the results of the study the book “Sociological and analytical study on the issues of compatriots living abroad (Kyrgyz Republic)” was developed in Kazakh and Russian languages.

The World Association for Public Opinion Research is delighted to announce that our 77th Annual Conference will take place on July 28-31, 2024 in Seoul, South Korea. The 2024 WAPOR conference will be conducted in conjunction with the 7th Annual Conference of the WAPOR Asia Pacific Regional Chapter. The 2024 WAPOR annual meeting is hosted by Survey Research Center at Sungkyunkwan University (25-2 Seonggyungwan-ro, Jongno District, Seoul, South Korea) and co-organized together with the National Research Council for Economics, Humanities, and Social SciencesKorean Sociological AssociationKorean Association of Party Studies; the Korean Association for Survey ResearchKOSSDA-Korea Social Science Data Archive; the Institute of Social Development and Policy Research at Seoul National University; and PMI.  The 2024 conference will be conducted in person. The event will be led by the WAPOR Conference Chair Prof. Wolfgang Aschauer (Paris-Lodron University of Salzburg, Austria), WAPOR Local Conference Chair Prof. Jibum Kim (Sungkyunkwan University, Korea), and WAPOR Asia Pacific 2024 Conference Chair Prof. Seokho Kim (Seoul National University, Korea). 

Conference Theme

The Soul of Public Opinion Research: Liberty, Quality and Humanity

WAPOR has met twice after the subside of the global pandemic. In Dubai we reviewed the world’s 75 years of public opinion research development after the last world war, and in Salzburg we discussed the challenges of technology on opinion research. It is time that we look back at the basic values of our profession and discuss how we can overcome all present-day challenges facing humankind without losing sight of our fundamental beliefs.

As a continuation of our Salzburg discussion, we shall continue to explore the challenges posed by internet technologies, social media platforms, artificial intelligence, quantum computing, and a lot more. We will continue to ask questions like: What threats do non-probability samples and AI pose to public opinion research and election forecasting?  What are the challenges and opportunities in big data analytics? What are the latest developments in public opinion research, misinformation, and the study of campaigning and voting behavior? But in 2024 we draw our attention to analyzing the role and application of survey research in monitoring public opinion across the world, and how continuous and ongoing innovations in the conduct, analysis and interpretation of public opinion research has helped to make people’s voices heard across the globe. As we head towards the mid-2020s, the world is again facing wars and many unprecedented global challenges, and we need to ask ourselves again and again how public opinion research can mitigate these global problems and crises. So we plan to specifically address questions around the topics what we have learned from public opinion and elite opinion over time and what does the latest public opinion research tell us about the pressing societal issues. We need to study ways to promote positive values, and resolve national, social, ethnic, and even cultural conflicts. We obviously need to protect the right of people’s voices to be heard, thereby bringing liberty and equality to the equation of humanity. We need to go back to these core values. Seoul should be a stop for this soul-searching journey.

As a continuation of our WAPOR tradition, the 2024 conference theme is broad. We will continue our discussion of technology advancement, bring in new topics related to humanistic development, and we will not drop our longstanding ‘classical’ public opinion research topics of importance such as electoral studies, freedom to publish polls, the quality of public opinion research around the world, traditional media research, methodological challenges in public opinion research and so on.

Abstract submission instructions for the 2024 WAPOR conference:

- Proposals for the conference should be submitted electronically by February 29, 2024. Only proposals submitted through the conference platform will be considered: https://2024-wapor-conference.events.wapor.org
- WAPOR 2024 conference will be held in in-person: both presenters and audience are required to attend in person.
- To be able to submit a proposal, you must be signed up for a free account at the WAPOR portal(if you are a WAPOR member, you will be asked to enter your usual login and password). However, you do not need to be a WAPOR member to submit a proposal.
- In case of proposals featuring multiple co-authors, only the main author (or the presenter) should submit the paper proposal (one time). Co-authors (if any) should be listed during the abstract submission, but they should not submit the same abstract again.
- To maximize participation in the WAPOR conference, the number of times any individual can appear as speaker in the final program is limited: any individual can present only one paper. Should you appear as a co-author in multiple papers, please, make sure that other co-authors will attend the conference to present your joint research. 
- The following types of submission are accepted: research papers in oral format; poster presentations in oral format (authors are required to bring a printed poster themselves); pre-organized panel proposals. Paper and poster presentations can have up to 10 co-authors; pre-organized panels need to have a chair and can include 4-6 papers. 
- Individual papers will be organized in panels with 4-6 presenters per panel. All poster presentations will take place at the same time, in a format of a networking-style parallel session. Posters can be exhibited at the conference venue during the whole conference duration.
- Pre-organized panels should comprise of several submissions: first the convener/ chair needs to submit a panel proposal, then every presenter needs to submit their abstract individually, indicating the title of the panel where the abstract belongs. All-male panel proposals are not permitted.
- All abstracts should not exceed 500 words. All submissions must be in English, and all accepted works are to be presented in English.
- Full papers (or presentations) in PDF format will need to be uploaded to the conference platform by July 12, 2024.

Dear colleagues, the Public Opinion Research Institute is resuming Expert Meetings in 2024. The first expert meeting took place on October 4, 2012.

Our Guest: Dr. Anar Somuncuoğlu was born in 1975 in the Kostanay region of the Republic of Kazakhstan. In 1997 she graduated from the Department of Econometrics at Gazi University in Ankara, Turkey. In 2000, she graduated Master's program in Economics at Hacettepe University (Ankara, Turkey). In 2009 she defended her Doctorate in International Relations at Ankara University. From 2000 to 2010, she worked in the field of strategic research at such leading Turkish think tanks as the Eurasian Center for Strategic Studies ASAM and the National Security Strategies Studies Centre TUSAM. Since 2010, she has been teaching at the Department of International Relations at Hacettepe University (Ankara, Turkey).

On November 22, 2023, online (ZOOM)/offline workshop “Household and community access to energy in the Fergana Valley – a multidimensional survey-based assessment in three CAREC countries” was held in Namangan, Uzbekistan. During the seminar, the results of surveys conducted by the CAREC Institute, the Asian Development Bank Institute together with the Public Opinion Research Institute in three countries – Kyrgyz Republic, Tajikistan, and Uzbekistan - were discussed. At the seminar, Ph.D., Director of the Institute, National Consultant of the Asian Development Bank Botagoz Rakisheva presented the results of this research

PROJECT AUTHORSHIP OF THE INSTITUTE “IMAGE OF THE COUNTRIES IN THE EYES OF THE PEOPLE OF KAZAKHSTAN”

Researchers at the Institutedeveloped a methodologyof social researchspecifically forembassies and consulatesof variouscountries accreditedin Kazakhstan.

Objective: to studythe image offoreign countriesin the eyes ofthe people of Kazakhstan.

Within the project a jointsocial research with a number ofembassies and missionswas conducted:

- with the Embassy Koreain the Republic ofKazakhstan;
- with theOffice of Trade andEconomic Affairsat the Embassy ofBulgaria;
- with the General Consulate ofthe Republic of Chilein the Republic ofKazakhstan;

Cultural Map 2020

The World Values Survey is an international project that studies the cultural and value orientations of society. The study was initiated by the American sociologist Ronald Inglehart and has been conducted since 1981. From 1981 to 2021, 7 waves of research were conducted in more than 90 countries. The main goal of the project is to study changes in the people’s worldview, their value orientations and attitudes towards various aspects of life. For the survey, a standardized questionnaire is used, the questions of which cover a wide range of topics, including public administration, gender equality, religion, trust in various segments of population and public institutions, issues of personal safety, and so on.

The World Values Survey Association is a representative organization in the conduct of research and the analysis of results. The headquarter of the organization is located in Vienna (Austria). Since 2013, the President of the Association is Professor Dr Christian W Haerpfer, Head of the Secretariat - Dr. Kseniya Kizilova.

The research results of each wave are published on the official website of the World Values Survey Association (WVSA).

Since 2017, the 7th wave of research has started, in which, since 2018, Public Opinion Research Institute is a representative of Kazakhstan. At the moment, WVS-7 has already been held in 79 countries, the first combined database has been published on the WVSA website. It is planned that in the rest of the countries the 7th wave of research will be completed in December 2021.

Since 2018 Botagoz Rakisheva, Candidate of Sociological Sciences, Project Director of the Institute, is the Principal investigator of WVS-7 in Kazakhstan.

The results can be viewed on the official website of the World Values Research Association. 

On May 29, 2018 in Astana (Kazakhstan) Public Opinion Research Institute and the World Values Survey Association (Austria, Vienna) held the scientific seminar «The World Values Survey» (1981-2018): Exploring the Cultural Change. Organization, History, Findings».
