Program for the International Assessment of Adult Competencies (2016-2017)
PIAAC is a unique international project that aims to assess and compare the basic skills and competencies of the working-age adult population. The program is coordinated by the Organisation for Economic Co-operation and Development (OECD) and implemented by a consortium of leading international organizations in the field of education (Westat, cApStAn, ROA, GESIS, DIPF, IEA). Adult skills assessment has been carried out in the world since 1995. The PIAAC program has been implemented in 24 countries around the world, including the United Kingdom, the United States, Australia, South Korea, Canada, Finland, France, Germany, Japan, the Netherlands, Russia, etc. The PIAAC project is coordinated by the Organisation for Economic Co-operation and Development (OECD). The National Coordinator of PIAAC in Kazakhstan is Information and Analytical Center JSC of the Ministry of Education and Science of the Republic of Kazakhstan.
In 2016, Kazakhstan took part in the PIAAC program for the first time. In 2016, the Public Opinion Research Institute conducted approbation research to test the toolkit (1,765 respondents aged 16-65, the survey was conducted on laptops, the average length of the interview was 3 hours).
In 2017, part of the main research was conducted by the Public Opinion Research Institute (1,720 respondents aged 16-65, the survey was conducted via laptops, the average length of the interview was 3 hours). In 2019, based on the results of the research, the OECD presented the Comparative Country Report (PIAAC international report).
