On 29th of October, 2021 at the St.Regis hotel (Nur-Sultan) Friedrich Ebert Foundation Representative office presented the study “Youth in Kazakhstan: Assessing their Values, Expectations, and Aspirations”. The study is based on the German methodology of “Shell Youth Study” that is being conducted in Germany since 1953. The event was attended by Botagoz Rakisheva, Candidate of sociological science, Scientific Advisor, Project director, and Ainur Mazhitova, Master of sociology, Executive director of Public Opinion Research Institute.
Botagoz Rakisheva presented the report “Youth studies of Friedrich Ebert Foundation: history, methodology, and results”. During the presentation, Botagoz Rakisheva shared with experience of conducting youth studies based on «Shell Youth Study» methodology, that were held in several countries of the world.
From October 18 to October 29, 2021, the specialists of the Institute conducted a training for the employees of the The N. Nazarbayev Center for Development of Interfaith and Inter-civilization Dialogue on the topic “Methodology, technique and peculiarities of field research” in order to increase the professional knowledge of employees in the field of sociological research.
On 15th of October, 2021 in Nur-Sultan at the National Academic Library the Association of Sociologists of Kazakhstan with the support of Ministry of Information and Social Development of the Republic of Kazakhstan conducted expert meeting of the VII Congress of sociologists of Kazakhstan on the theme “Independent Kazakhstan: social changes and perspectives of the future”. The meeting was dedicated to the 30th anniversary of the Independence of the Republic of Kazakhstan. The co-organizer of the Congress was Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan.

The Memory from the Flames of Afghanistan project was initiated by Marlene Laruelle, Ph.D., Director, Institute for European, Russian, and Eurasian Studies; Director, Central Asia Program; Co-Director, PONARS-Eurasia; and Research Professor of International Affairs at George Washington University) and Botagoz Rakisheva, Candidate of Sociological Sciences (Public Opinion Research Institute, Kazakhstan) in 2012. The main task of the project was to collect information about the Afghan war from its direct participants in order to preserve historical memory. At the first stage of the Project, interviews (Oral history) were conducted with internationalist soldiers of the 1979-1989 Afghan war from Kazakhstan, Tajikistan and Uzbekistan, and a documentary was filmed. A total of 20 interviews were conducted in Uzbekistan, 31 interviews in Tajikistan, 21 interviews in Kazakhstan. As a result of the project, three books were prepared, which were published by the Kazakhstan Institute for Strategic Studies (KazISS) under the President of the Republic of Kazakhstan. The team of authors would like to thank KazISS for the opportunity to publish these books.
In 2020, at the initiative of the Head of the Polis Asia Analytical Center and the Esimde project (Kyrgyzstan) Elmira Nogoibaeva, the project was carried out in Kyrgyzstan, which resulted in the 4th volume of the book “Memory from the Flames of Afghanistan” which includes interviews with internationalist soldiers, documentary film “Man in War” and an exhibition of documentary photography from the archives of Kyrgyzstan citizens who served in Afghanistan. The exhibition was organized by Natalia Andrianova, Zarema Kolkombaeva. Documentary was filmed by Nazikbek Kydyrmyshev. In Kyrgyzstan, 21 interviews were conducted with veterans of the Afghan war of 1979-1989, with soldiers and officers from various branches of military units. Interviews were conducted by the Head of the Project Elmira Nogoibaeva and Nazikbek Kydyrmyshev. The authors would like to thank the Open Society Institute, OSI (Open Society Foundation) for the opportunity to publish the book.

Marlene Laruelle, Ph.D., is Director, Institute for European, Russian, and Eurasian Studies; Director, Central Asia Program; Co-Director, PONARS-Eurasia; and Research Professor of International Affairs at George Washington University. She works on political, social and cultural changes in the post-Soviet space. Marlene’s research explores the transformations of nationalist and conservative ideologies in Russia, nationhood construction in Central Asia, as well as the development of Russia’s Arctic regions. She has been the Principal Investigator of several grants on Russian nationalism, on Russia’s strategies in the Arctic, and on Central Asia’s domestic and foreign policies from the US State Department, the Defense Department, the National Science Foundation, Open Society Foundations, Carnegie Corporation of New York, the Henry Luce Foundation, etc.

Since 2020, she has been a lecturer at the Academy of Public Administration under the President of the Republic of Kazakhstan. Previously, she worked at the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan, the Institute for Comparative Social Research CESSI-Kazakhstan. Research interests: methodology of sociological research, comparative intercountry surveys, Kazakh diaspora, migration, socio-political processes in Central Asia, youth of Central Asia, Oral history.
Elmira Nogoibaeva, Head of the Polis Asia Analytical Center (Kyrgyzstan) since 2007. Researcher of socio-political processes in Central Asia. Previously, she worked as the Head of the department and Editor of the analytical journal “Orientir” at the International Strategic Research Institute under the President of Kyrgyz Republic. In 2010, together with her team she researched the inter-ethnic conflict between Kyrgyz and Uzbeks, including “Analysis of the situation in the conflict southern regions of Kyrgyzstan” - ICAF. She founded the Academy of Civic Education, which was included in The Council of Europe Schools of Political Studies (Strasbourg). In 2017, together with her associates, she founded the Esimde (I remember) research platform, based on the principles and methods of memory studies memory activity in Kyrgyzstan.

March 26, 2021 Botagoz Rakisheva, Candidate of Sociological Sciences took part in the work of the Republican student scientific and methodological online webinar with international participation “Cooperation of the Assembly of Peoples of Kazakhstan departments with museums and archives for the preservation of historical memory (on the example of universities in the Karaganda region)” and made a report “Preservation of historical memory: methodology, examples, forms”. The report touched upon the methodology of research projects “Deportation of peoples to Kazakhstan in 1930-1950: common history” (2010), “Modern interpretation of the philosophy of Alash Orda among the Kazakh diaspora: state, assessment, lessons (sociohistorical analysis)” (2011), “Afghan war 1979-1989. eyes of eyewitnesses (Oral history)” (2013-2016).
On March 12, 2021, the CAREC Institute (Central Asia Regional Economic Cooperation), the Public Opinion Research Institute (Nur-Sultan, Kazakhstan) held a joint online (ZOOM) / offline seminar “Analysis of Public Attitudes Towards COVID-19 Vaccinations in Selected CAREC Countries (Georgia, Kazakhstan, Kyrgyzstan, Mongolia, Pakistan, Tajikistan, Uzbekistan)”.
The coronavirus (COVID-19) pandemic has triggered a global health emergency, which has quickly morphed into an economic crisis of unprecedented proportions, not seen since WWII. Loss of lives and the mounting economic woes have affected the livelihood of millions of people throughout the world. The impact on the CAREC countries has been severe, with the extent yet to be fully gauged.
Securing broad and effective immunization programs for the population is vital, not only for preserving health and lives, but also for ensuring robust economic recovery in the CAREC region. A number of reliable vaccines have become available meanwhile. Now, the CAREC countries face the challenge to reach the population in a fast and comprehensive way. While development of vaccines at unprecedented speed have raised hopes of turning the tide against the pandemic, the interplay of information and disinformation in the age of social media has led to widespread apprehensions towards vaccines. This poses serious challenge for the vaccination programs. Well-designed methods and channels of distribution of vaccines must include well-selected information for the public as key for success. This requires empirical research to inform public policy discourses on the subject. In this context, The CAREC Institute together with the Public Opinion Research Institute (Kazakhstan) conducted population polls about attitudes towards COVID-19 vaccinations in seven CAREC countries: Georgia, Kazakhstan, Kyrgyz Republic, Mongolia, Pakistan, Tajikistan, and Uzbekistan. The total sample of the research is 7000 respondents. Date of the survey: December 2020 - January 2021.
The results showed that there is considerable lack of information and strong resistance against vaccinations among a sizeable percentage of the polled population in all seven CAREC countries. The report presented at the workshop analyses what arguments are put forward by the interviewees in favor and against vaccination. An interesting outcome is, for example, that in all CAREC countries the pro-vaccination argument “I want to protect my family” counts much higher than the argument “I want to protect myself”. The report discusses also how attitudes are influenced by previous health and economic exposure to the pandemic and by the socio-demographic background.
The polls are meant to provide governments with information for properly designing their vaccination programs while taking into account the general public’s concerns. Success of vaccination drives depends, in large part, on successful awareness and information campaigns based on scientific facts and arguments. Governments in the region have already gained valuable experience in running large public service campaigns using all forms of media, which can now be leveraged to dispel disinformation regarding vaccines.
The workshop on 12 March shall brought together stakeholders from governments, experts, and also the broader public to discuss the results of the polls in above mentioned 7 countries, differences and similarities among CAREC countries, and what conclusions might be drawn for vaccination and information campaigns in the respective countries. Areas of potential cooperation among the CAREC countries on these issues were also explored.
The seminar was attended by representatives of 28 countries.
